Organised by Delhi-based NGO Association for Learning Performing Arts & Normative Action (ALPANA), the three-day festival was inaugurated by Riva Ganguly Das, Director General- Indian Council for Cultural Relations (ICCR) at Azad Bhavan.
"ICCR supports inclusive arts and promotion of disabled artistes come to the world stage. Sambhav is an effort in that direction," she said.
The festival will host 29 artistes groups from Australia, Bangladesh, Bhutan, Indonesia, Iran, Kenya, Myanmar, Mauritius, Nepal, Russia, Sri Lanka, Thailand, United Kingdom, Uzbekistan, Vietnam and India.
"Over the last twelve years or so, Sambhav has grown to become a major international event of inclusive arts in the Indian national capital. It showcases inclusiveness of Indian society and also brings together such efforts by physically and mentally challenged artists in other countries," the organisers said.

During International seminar titled "Divyang: Artists with Disability for an inclusive society" papers and experiences will be shared by experts and practitioners.
While an art and craft workshop will be organised for disabled artists from India and abroad, a separate exhibition will showcase paintings, sculptures and artifacts made by them.
Each evening will come to an end with dance and music performances by disabled artistes.
The event will conclude on November 12.
