The offenders include government institutions such as the Delhi Development Authority (DDA), Public Works Department (PWD), non-government organisations and residents, a senior official of the SDMC said.
"After issuing challans, imposed by municipal magistrates, we have collected Rs 28,67,991 in fine from our all four zones," the official said.
The 3,926 challans issued in the four zones are -- Central (484), South (1329), West (1150) and Najafgarh (963).
"This is part of our cleanliness drive. We are clearing out the dhaloas (dumps) and want people to not litter streets. And, we are sending out a clear message to people that we are on the job and we seek your co-operation now in keeping the city clean, and no offender will be spared," he said.

Municipal Commissioner Manish Gupta said SDMC has adopted "zero-tolerance policy" towards lack of sanitation and disposal of waste in its all four zones.
He said the corporation is also going to start a special drive for "Clean & Green Delhi" from September till October 2 and during this drive we will focus on the cleaning of dhaloghars, vacant land and plots and backlanes.
He also directed officials to maintain cleanliness in parks which includes maintenance of swings.
