The experienced playmaker began his journey with Meghalaya's I-League club last year and played a major role in his debut season which saw the side retaining its place n the I-League.
Orji is one of the most successful Nigerian footballers in India and has been playing in India for seven years with clubs likes JCT, East Bengal, Mohammedan Sporting, including ISL Season One finalist Kerala Blasters FC.
The versatile midfielder combined well with Brazilian Uilliams Bomfin Souza and the management hoped that the duo would create magic this year too.
Head Coach Thangboi Singto said, "Penn is a player with good I-League experience. He performed really well in all the matches when he joined last year."

In his stint with Lajong last season, Orji played a significant role and was also one of the fittest players in the squad.
"We needed someone of his calibre in central midfield. He contributes a lot both in attack and defence," Singto said.
Welcoming Orji into the club, Singto said, "We expect him to lead from the middle, front and back.
