Gourimani Majhi (70) lodged the complaint with the Umerkote police station last evening after the issue was raised in the Odisha assembly yesterday.
Subas Gond, who was elected though a by-election in Umerkote assembly constituency after the death of Majhi, denied the allegation.
"We'll hand over the FIR to the crime branch of Odisha Police who have been investigating the incident" said a senior police officer.
Majhi was shot dead by gunmen on September 24, 2011 while he was distributing land document among tribals in Raighar area. Gond was present at the function.
Some Maoist leaders in an interview to local media took responsibility of the killing before the by-election.
In January last, police had prayed to a Umerkote court to issue non-bailable arrest warrant against two Maoist leaders in connection with the case.
