"We found toilets in a pitiable state even in privately-managed colleges. In the absence of separate toilets, women employees and girls feel victimised," said Regional Director of Education (Berhampur), P K Tripathy.
Tripathy said he also directed principals to launch a cleanliness drive on the campus. "Volunteers of National Service Scheme, National Cadet Corps and Youth Red Cross can be engaged in the drive," Tripathy wrote to all principals of the region comprising 10 districts.
The directive assumes significance in the backdrop of Prime Minister Narendra Modi's Swachh Bharat Abhiyan launched on October 2. The programme focuses on sanitation, hygiene and waste management.
College and hostel development funds can be used to construct these facilities, he added.
