The submission was made by Delhi police in an affidavit filed in pursuance to the court's observation on the last date of hearing that the special unit appears to be ineffective.
The affidavit was submitted before a bench headed by Chief Justice G Rohini which adjourned the matter to August 20 as the Centre's status report, claimed to have been filed on August 8, was not on record.
Delhi police in its affidavit has stated "there is no ineffectiveness on the part of the (special) unit as required action is being taken promptly by this unit".
It, however, also states in its affidavit that "the (special) unit is neither authorised to register any case for crimes against North East people nor prosecute the culprits."

"The staff posted is only monitoring the complaints made by North East people received from helpline, email, whatsapp, etc. And coordinating the same with authority concerned and rest of the action like registration of cases and investigation thereupon is being taken by concerned district police," the affidavit said.
It also said "a proposal for creation of 318 posts of various ranks in Delhi police for setting up a special unit for North East citizens and other infrastructure has already been sent to Police HQ which is pending with the government".
On measures taken by the police to tackle the issue of crimes against people from the North East, the affidavit states a helpline number is functioning to receive complaints and it is being monitored by the Deputy Commissioner of Police, Police Control Room, Delhi.
