Praising Tamil Nadu for its "quality" education, Rao said he was happy to learn that net enrolment in primary education in the state has gone upto 99.85 per cent in 2015-16.
"I am pleased to note that in higher education student enrollment is at 44.8 per cent in Tamil Nadu as against the national average of 23.6 per cent, making it a leading state in the country", he said in his address broadcast on All India Radio and Doordarshan.
Extending his greetings to people of Tamil Nadu, he said he could not be among them to unfurl the national flag and participate in Republic Day celebrations in the state at the Marina as he had to hoist the tricolour at Mumbai.
Chief Minister O Panneerselvam led the 68th Republic Day celebrations in Tamil Nadu today by hoisting the national flag, in a departure from the tradition as the state does not have a full-time Governor.
