Sirisena in an address to the nation today at the completion of 100 days of his government told lawmakers, "You are presented with a historical opportunity."
His passionate plea came as his own party members scuttled the attempt to present the 19A in parliament early this week.
The 19A was Sirisena's main pledge in his campaign against Mahinda Rajapaksa in the January 8 election.
Sirisena ought to have dissolved parliament today to call a fresh parliamentary poll. He now waits until next week to do so upon adopting the 19A coupled with electoral reforms.

Listing his achievements since being made President, Sirisena said he had ensured democratic freedoms in the country.
"Sometimes I am shocked by the behavior of certain media institutions in the country. I have given them full freedom," Sirisena said referring to his predecessor Rajapaksa's regime when media was brought under pressure to practice self censorship for the fear of reprisals.
"I did not interfere with the judiciary. We know how the judiciary was brought under pressure through telephone calls during the recent past".
"My travel to India, Britain, Pakistan and China were important in winning back our friends".
His aim is to create a secular Sri Lanka through national reconciliation.
"I want to see a country where all ethnic communities lived peacefully. To this end I have opened a national secretariat for reconciliation," Sirisena stressed.
