The Goa Staff Selection Commission Bill, 2016, says the Commission will handle appointments to the subordinate services/posts in the government departments, organisations and autonomous bodies established/constituted by the government and semi-government organisations.
The draft bill also said that the Commission will not override the powers of Goa Public Service Commission (GPSC).
"Nothing (no clause) shall apply to the direct recruitment to the posts or services, which are required to be made through the Goa Public Service Commission," it reads.
"The government may, however, make orders specifying the matters in which either generally, or in any particular class of case or in any particular circumstances, it shall not be necessary for the commission to be consulted," it said.

"In case of any difference of opinion between the commission and the government department or organisation or autonomous bodies, the matter shall be referred to the government and the decision of government shall be final," it added.
According to the draft bill, every head of the department, organisation or autonomous body shall, every year, intimate the Commission the number of vacancies, including those anticipated in course of the year, within such time and in such a manner as may be provided for by regulations.
