Mohendra Singh Kanwar, the accused, released the two policemen later, before fleeing the area.
Mohendra, son of Rampur MLA Shyamlal Kanwar, was allegedly involved in a clash between BJP and Congress supporters in Baghapani village of the district on April 23, ahead of next day's polling, Superintendent of Police Kirtan Rathore said.
He had once worked as a deputy superintendent of police in Bhind district of Madhya Pradesh, and was staying at his native place in Rampur after he was suspended some time ago.
He dropped them 5 km from Gorma and fled, the SP said.

Police have lodged a case against him under sections 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servant from discharge of his duty), 365 (kidnapping or abducting) of the Indian Penal Code.
Earlier, on April 23, BJP and Congress workers had clashed in Baghapani. The trouble started when Congress workers stopped some BJP vehicles alleging that the workers of the saffron party were distributing money.
