Suspected top IM members Tehseen Akhtar and Haidar Ali were "instrumental" in forming the Ranchi module of the outfit which allegedly carried out blasts in Patna last year during an election rally of then BJP's Prime Ministerial candidate Narendra Modi, the NIA has said.
In its supplementary charge sheet filed before the court of District Judge I S Mehta here, the National Investigation Agency (NIA) alleged Tehseen acted upon the directions of absconding top IM leader Riyaz Bhatkal to contact SIMI operatives in Ranchi for assisting the terror group in executing its plans.
"A-12 (Tehseen) was successful in motivating black beauty, later identified as Haidar Ali....To assist in the tasks of IM. The associates of Haidar Ali were further radicalised which led to the emergence of Ranchi module, whose involvement has been established during the investigation of the serial blasts at Bodh Gaya (July 7, 2013) and Patna (October 27, 2013)," the agency said.
Five people were killed and 83 other were injured in seven serial bomb blasts in Patna on October 27, last year minutes before Modi was to reach there to address a huge gathering.
In its charge sheet, NIA said in November-December 2012, the IM operatives contacted several members of the Students Islamic Movement of India (SIMI) to obtain their assistance at a national level.
"Investigation clearly established that Tehseen Akhtar, with active assistance of A-20 (Haidar), was instrumental in making efforts to establish a module of IM at Ranchi by motivating SIMI/MSF (a frontal organisation of SIMI) cadres in association with him," it said.
Out of the 20 accused chargesheeted by NIA, 17 have not been arrested yet while three others, Tehseen Akhtar, Haidar Ali and Zia-ur-Rehman, are in judicial custody in connection with the case relating to a larger conspiracy of IM to carry out terror activities across the country.
The agency had earlier filed two charge sheets in the case against nine suspected IM operatives, including its co-founder Yasin Bhatkal and his close aide Asadullah Akhtar alias Haddi, who were arrested by the NIA on August 28, 2013 in the case.
All these accused have been chargesheeted for the offences under various sections of the IPC, including 120-B (criminal conspiracy), 121 (waging war against the country), 121-A (conspiracy to wage war) and Unlawful Activities (Prevention) Act.
