"It was a match fixing between NC and Congress over the proposed Kashmir Hindu Shrines bill," PDP chief Mehbooba Mufti told reporters here today.
Mehbooba said this important piece of legislation had the potential to rebuild the links of Kashmiri migrants with their roots in the Valley but the government was not serious.
"The people of Jammu and migrants, both, would be left with a bitter taste after the proceedings which were clearly enacted by NC and Congress with prior understanding," she said.
The Kashmiri Pandit community too has contributed a great deal to enrich the multicultural social mosaic of Jammu, but today's development could lead to a feeling of disappointment in all the communities as the government has failed to backup the decision of its own cabinet in the Assembly for "political expediency", she said.
The Kashmir Hindu Shrines bill for management of temples by the state government was today referred to the joint select committee after it saw stiff opposition from BJP, Panthers Party and even ruling Congress members.
