Tibetan NGO offers to adopt rape victim, child

A Dharamsala-based Tibetan NGO today said it was willing to adopt a 13-year-old rape victim and her child, a day after the Himachal Pradesh High Court directed the government to provide day-to-day necessities of life to them.
"We are ready to take care of the minor and her 10-day-old girl child and sponsor the education of the hapless mother who has no means of livelihood," said Tibetan monk Jamyang, who is running Tong-len Charitable Trust.
"We will look after them provided the legal formalities are fulfilled," he said.
The orphaned girl was sexually exploited by her relative and she gave birth to a child at a hospital here.
Treating a letter written to the acting Chief Justice as a PIL, the High Court directed the Director of the Social Justice and Women Empowerment department to provide day-to-day necessities of life to the mother and baby.
"Ours is a welfare state and it is the duty cast upon the state to take all necessary steps towards the welfare, care and protection of the mother and baby since she is unable to protect herself," a division bench comprising acting Chief Justice R B Misra and Justice Rajiv Sharma said
"In case any family is ready and willing to adopt the baby, all the formalities in accordance with law shall be completed within the shortest period, not exceeding two months," the Bench said.
