The winter session of both the Houses of Bihar Legislature today ended with them failing to discharge its duty due to disruption by opposition and treasury bench members' continuous sloganeering.
The tone for the day was set in the morning itself, when members of the ruling RJD, JD(U) and Congress staged dharna in the Assembly premises against Prime Minister Narendra Modi for not fulfilling poll promise of providing Rs 15 lakh to every citizen out of the black money stashed in foreign banks.
Rabri Devi, wife of RJD President Lalu Prasad Yadav, and others also protested against BJP for raising "derogatory" slogans against Sonia Gandhi, Lalu Prasad and Delhi Chief Minister Arvind Kejriwal.
Rabri Devi told reporters they would not allow normal functioning of Legislative Council till BJP leader Sushil Kumar Modi and former Bihar BJP chief Mangal Pandey should apologise for their derogatory remarks.
She also said that RJD would not allow smooth functioning of the House till the BJP leaders apologise.
Strongly condemning the acts of ruling coalition, Sushil Modi told reporters "there is no question of expressing apology in this life...What shall we regret for...Rather I will move two steps forward and call Lalu Prasad a 'baiman' (corrupt) and Congress promoting corruption."

Speaker Vijay Kumar Chaudhary said all parties have already condemned the unruly behaviour of members of all parties on November 29 and said objectionable comments and slogans against Prime Minister and others have been omitted from proceedings of the House. But, this did not satisfy BJP members who trooped into the well.
Ruling RJD, JD(U) and Congress members also shouted at BJP after which the House was adjourned till 12 o'clock.
But, the scene did not improve and members continued to trade charge and indulged in slogan shouting after which the Speaker declared adjournment of the House sine die.
The Legislative Council could also not transact any business due to pandemonium prevailing there.
