Experts on Siberian tigers believe it was "Ustin" who attacked the goats, killing two while three others went missing on Heixiazi Island in Fuyuan county of the province on Sunday night, state-run Xinhua news agency reported.
Zhu Shibing, a wildlife protection expert from the Northeast Forestry University said footprints and other traces left near the goat house belonged to Ustin.
A hole of the size of a human finger was clearly visible on each goat's head, Zhu said, adding, their skulls have been crunched showing the power of the tiger's jaws.
He warned nearby villagers not to get close to the tiger or throw food to it if they see Ustin.
Around two years ago, Russian experts rescued five tiger cubs. Putin had released three of them in May.
In October, it was found through tracking devices that two of the tigers, Kuzya and Ustin, were found to have made their way to China.
