Rosaiah extended his greetings to the people of Tamil Nadu, Andhra Pradesh and Telangana besides those in other parts of the country.
"Let us on this occasion pledge to keep India clean and promote knowledge and human values. May this holy occasion bring in progress, prosperity and victory for India in all spheres," he said in a Raj Bhavan statement.
Chief Minister Panneerselvam, whose AIADMK is in troubled times following the conviction of party supremo Jayalalithaa in the disproportionate assets case, said Vijayadasami symbolised the triumph of truth.
He said he prayed to Goddess Shakti for all-round prosperity of Tamil people.
