Rosaiah said women constituted almost half of the world's population and described them as "builders of home and the pillars of society".
Improving their status brings development to the family and the nation, he said in a Raj Bhavan statement.
"Let us dedicate ourselves towards the cause of women upliftment and empowerment, eliminate all forms of discrimination and violence against women and safeguard their dignity and ensure their safety," he said.
In her greetings, Jayalalithaa praised women for their intellect and efficiency and wished them success in all their endeavours.
DMK chief Karunanidhi also extended his greetings and recalled the various welfare measures initiated by his party-led governments at different points of time for them including opening of new educational institutions and launching an air hostess training scheme for 'Adi Dravida' women.
TNCC president EVKS Elangovan and TMC Leader G K Vasan also extended their greetings.
