Transparent procurement system helps save Rs 68 cr: Har govt

Haryana government today claimed to have saved around Rs 68 crore on the rate contracts finalised for the sum of approximately Rs 474 crore by implementing a transparent system of procurement in government purchases.
Giving this information, Haryana Finance Minister, Capt Abhimanyu today said the savings of Rs 68 crore were a net benefit to the state exchequer.
He said online system of seeking tenders was made mandatory for all government departments, boards and corporations from January 31, 2015.
One such tender was floated by Directorate of Supplies and Disposals for the procurement of Ductile Iron Pipes in various dimensions to be used by Public Health and other departments for water supply and sewerage projects, on which it saved Rs 60 crore.
The High Powered Purchase Committee (HPPC) under the Chairmanship of Finance Minister had recently decided the Rate Contract and purchases of different Departments, Boards and Corporations valuing approximately Rs 606 crore in its meeting held on September 16, 2015.
The HPPC decided the Rate Contract valuing Rs 382 crore approximately for Ductile Iron Pipes in various dimensions to be used by Public Health and other department for water supply and sewerage projects, he said.

The rates approved are approximately Rs 60 crore less than what were approved in the previous year for similar specifications and quality, which include approximately Rs 29 crore that were got reduced from the bidding firms during the course of negotiations by the HPPC.
Similarly, in the Rate Contract amounting to approximately Rs 52 crore finalised for the purchase of transformers for DHBVN, the rates approved are Rs 6.44 crore less then what were approved in the previous year for similar specifications and quality, which include approximately Rs 2.34 crore that were got reduced from the bidding firms during the course of negotiations by the HPPC.
The state Finance minister said total savings of Rs 1.77 crore were made in the Rate Contract finalised for P.C.C. Poles of DHBVN and bus tyres for the Transport Department on the Rate Contract of Rs 40.2 crore.
