Mukesh Kumar Rai was arrested from his travel agency in Paharganj near New Delhi Railway station yesterday following investigations into a complaint by a passenger, Sanjay Kumar Jain, Deputy Commissioner of Police (Crime), said.
"He used to sell the confirmed tickets on double rate of the original price," Jain said.
The arrest came following a complaint filed by one Mukesh Chaudhary, who claimed that he did not get the reservation for his journey to Mumbai and was told to get confirmed tickets from the travel agency.
"He went there and asked for a ticket to Mumbai. He was given a a confirmed ticket of Paschim Express Train to the complainant for his journey to Mumbai. He was charged Rs 1,000 for a ticket of Rs 414.
"The ticket was issued on March 23 for a 30-year-old male passenger. As the complainant did not want to travel on the ticket issued in the name of some other person, he asked for the refund of his money but the travel agent refused to do so," Jain said.
Following this, Chaudhary approached police. A raid was conducted at the travel agency from were Rai was arrested allegedly with another 69 rail tickets booked for July four in fictitious names.

He told police that he allegedly works for Lalit, who used to provide confirmed railway tickets of different trains for different places.
Lalit allegedly has contacts with dozens of touts at the New Delhi Railway Station, who arranges customers for him.
"He used to sell these tickets at double of the original price of the tickets to the passengers. They used to book the tickets two to three months prior to the date of journey and used to sell these tickets on the scheduled date of journey," Jain said. Lalit is absconding.
