The Delhi High Court today sought a reply from the AAP government on a PIL alleging that the transport department was deploying "imposters" or private persons for illegally extorting money from vehicle owners on the roads of the national capital.
A bench of Chief Justice G Rohini and Justice Jayant Nath asked the Delhi government's transport department to file a counter affidavit after verifying the allegation raised in the petition, which sought a court-monitored probe by SIT or CBI.
The court listed the matter for further hearing on November 5.
The plea said the court should "direct the court- monitored investigation by SIT or CBI to enquire, unearth the entire syndicate and nail the real perpetrators who are involved in deploying private persons in uniform (imposters) in the enforcement branch of the transport department (Government of Delhi)."
The petitioner, Harish Kumar, through his counsel Rikesh Singh, alleged that the "deployment of the private persons in unifrom is in blatant disregard to the rule of law, leaving the citizens of this country plying on roads of the national capital vulnerable and at the mercy of these imposters".
The public interest litigation (PIL) said that the court order would curb the menace of corruption in the enforcement branch of the transport department.
"Illegal deployment of private persons in uniform in the enforcement teams for extorting monies from commuters, poses a safety threat on roads in view of the flagrant flouting of the rules that would have been quid-pro-quo offered by these imposters," the plea alleged.
It further said that "illegal permission granted by these imposters in plying of overload goods vehicles comes as a hard blow on the nation's wealth on account of erosion of roads".
