Police said the two, identified as Sunita Mundari (20) of Latehar district of Jharkhand and Sanjay Munda, alias Somra (20), had Rs 1 lakh each announced on their heads.
Today's surrender follows the April 23 and June 28 encounter between the security forces and Maoists, police said.
Both the armed cadres were carrying .303 rifles.
"They are involved in many crimes and we are investigating into their antecedents," said Rourkela SP Anirudh Singh.
Police said Sunita had joined the Maoist outfit in 2010. She was married to another armed cadre Ranjan in the organisation.
Sanjay, who hails from K Balang area of Odisha, joined the Maoists at a young age after he was forcibly picked by LWEs from his village in 2010.
