Udit Raj demands codification of improvements in SCP, TSP

BJP MP Udit Raj today demanded passage of a comprehensive legislation by the Parliament for proper implementation of Special Component Plan and Tribal Sub Plan for economic upliftment of scheduled castes and scheduled tribes.
Udit Raj met the Union Finance minister Arun Jaitley and discussed with him flaws in implementation of Special Component Plan (SCP) and Tribal Sub Plan (TSP).
"I have demanded passing of a comprehensive legislation on the lines of the Andhra Pradesh SC/ST Sub Plan Act, 2013, by the Parliament to codify the various improvements required for proper implementation of SCP and TSP," the BJP MP said in a statement.

The SCP and Tribal Sub-Plan TSP are intervention strategies by the government for economic upliftment of the Scheduled Castes and Scheduled Tribes.
"A specific institution should be setup at the Centre and at state levels to allocate SCP/TSP funds to the ministries and departments concerned. It should also be responsible for approvals, effective implementation and monitoring of the SCP/TSP," he said.
The BJP MP also pointed to the need of creating a separate unit at Niti Aayog to appraise the Annual SCP Plans of Central ministries and departments, finalise the allocations and to evaluate the outcomes at the end of the financial year.

He also sought strengthening of National Commission for Scheduled Castes (NCSC) and National Commission for Scheduled Tribes (NCST) with adequate professional expertise and manpower to undertake independent evaluation of SCP schemes and to give feedback to concerned ministries and departments.
