Unruly scenes in Lok Sabha over Ananth Kumar's remarks

"Congress is against democracy. It is in favour of dynasty rule in the country. I don't know why people like Lalu Prasad Yadav--followers of Ram Manohar Lohia-- needed to go with Sonia Gandhi," BJP member Ananth Kumar said while participating in the discussion on centre state relations.

Addressing Lalu, he said, "Your family, Rahul Gandhi and Congress were rejected by the people in recent polls."

Kumar's remarks infuriated Lalu and other members of the ruling side and they demanded that the Chair should expunge the remarks.

Even as Kumar insisted that there was nothing wrong in his remarks and BJP members rose to his support saying that remarks must be on record.

Attacking the Congress, he said, "They want everything for the Centre, by the Centre and of the Centre and a party that is of the family, by the family and for the family."

Lalu countered saying "he (Kumar) wants to become Chief Minister (of Gujarat). Why don't you make Narinder Modi, the Prime Minister of this country."

Criticising the Centre's move the create a National Counter Terrorism Centre (NCTC), Kumar said, "More than 10 states have opposed it. It will be infringement on state's rights as NCTC would have power to search and seizure."

Earlier, supporting the Centre's move to create NCTC, Congress member Manish Tiwari said, "It is required for fighting terrorism. In the last three decades the situation is very hostile and centre needs power to fight terrorism."

Tiwari said, "The preachers of decentralisation, don't want to delegate power to Panchayants and Municipal corporations."

On this remark, Rattan Singh Ajnala (SAD) and other NDA members raised objections saying the point made by him is wrong.

Tiwari said that M M Punchi committee report indicates that out of 248 recommendations of the Sarkaria Commission, 179 have been accepted and implemented.

Earlier initiating the debate Basudeb Acharia (CPI-M) had accused the government for the implementing the recommendations of the Sarkaria Commission.

He sought more power and bigger chunk of revenue for the state and demanded that state's should be allowed to formulate social sector schemes according to their needs.

At present Centrally Sponsored Schemes are designed by Centre and implemented by the states.

The debate on the Centre-State relations was taken up today in the House after a period of more than four decades. The subject was discussed in 1968 last time.
