National Human Rights Commission (NHRC) today issued notices to authorities of Uttar Pradesh's Shamli district in connection with a case in which a minor dalit boy was allegedly shot dead for refusing to clean plates at a dhaba.
According to an NHRC statement, notices have been served to Shamli District Magistrate and SSP, giving them four weeks time to submit a report in this case.
NHRC has also asked them to inform about the monetary relief being granted to the next of kin of the deceased.
The notices were issued after the Commission took suo motu cognisance of a media report that an 11-year-old dalit boy was shot dead by a person for refusing to clean plates at a dhaba near Saharanpur crossing in Shamli district.
"The accused had come at the eatery late in the night on August 28 and ordered food using abusive language in a drunken state. He also called for the boy asking him to clean the plates. On refusal, he pulled out his gun and shot him. The victim was rushed to the nearest hospital but was declared brought dead on arrival," the statement said.
Reportedly, a criminal case has been registered against the accused under the provisions of Indian Penal Code for murder as well as the provisions of SCs/STs (PoA) Act, 1989.
The Commission has observed that the content of the press report, if true, raises a serious issue of violation of victim's human rights.
