UP to mark 2015-16 as Education Quality Upgradation Year

In an effort to improve education system in the state, Uttar Pradesh government has directed all district administrations to observe the current academic session as 'Education Quality Upgradation Year' wherein performance of schools will be regularly assessed.
"Regular assessment and evaluation of the performance of schools will be done under this Education Quality Upgradation Year. Frequent internal tests should be given to the students and their performance in these tests should be considered as an indication of school's performance," Chief Secretary Alok Ranjan said in his circular issued to Divisional Commissioners and District Magistrates last night.
He said that new categorisation system in the academic session 2015-16 should be applied to assess performance of schools, and teachers and institutions performing well should be encouraged.
"Special attention should be paid to academically backward students and schools should be motivated to provide safe and interesting study environment to students by strengthening required infrastructure by June 30, 2015," he said.
A state level achievement survey would have to be conducted to assess talent and difficult topics for the students. Based on this survey, corrective measures will be taken to improve the education system, he added.
Web-based monitoring system should be put in place by Education Director (Basic) to better analyse the reports and action taken on the basis of reports of school inspection by officials at state, division, district and block level, the circular added.
Necessary action would be taken against schools and teachers with below par performance, it said, adding that quality monitoring provisions should be applied in schools.

Likewise, management and education administration segments should also be made more transparent by displaying a report card of every school on the basis of Unified District Information System for Education (U-DISE), the Chief Secretary said.
"'Learning by doing' should be encouraged by teachers along with provision of appropriate study material in schools. Besides, regular parent-teacher meetings should be organised to apprise parents about the progress of their wards as well as attendance," he said.
For effective implementation of academic planning, administration and management activities, all Block Education Officers should be trained, he said.
