"The upcoming Lok Sabha election is a historic opportunity to lay foundation for accountable and transparent system," Peoples Democratic Party patron Mufti Mohammad Sayeed said at a public rally in Deblehar in R S Pura belt here.
"There is a strong wave for change as people want to establish a new system wherein every individual would get an equal opportunity for growth and development," he said.
"Regional parties are emerging all over the country. West Bengal, Tamil Nadu, Uttar Pradesh, Bihar, Orrisa, Andhra Pradesh and Punjab are examples where regional parties are dominating political scenes," he said.
He said PDP had laid the foundation for change in the state as during its tenure the party had set an example of good, transparent and accountable governance.

Sayeed said the process of change has already started as heads of governments in different parts of the country have started setting example of simplicity.
Giving example of West Bengal Chief Minister Mamata Banerjee, he said the Trinamool Congress chief was an example of simplicity as she continued to live in a small flat.
"Foundation for changing the system has already been laid at national level as well as at state level," he said.
