Uproar in C'garh Assembly over remarks by minister, BJP MLA

Remarks made by acting Chhattisgarh Home Minister Ajay Chandrakar and another BJP MLA today led to a ruckus in the state Assembly and a walk-out by Opposition Congress.
Congressrefused to participate in any discussion on the subjects related to the departments handled by Chandrakar following his yesterday'sstatement, which were later expunged.
On Wednesday, replying to discussion on budget proposals of his departments, Chandrakar made an 'objectionable" remark about Congress. BJP MLA Shivratan Sharma today made a similar remark, which led to noisy scenes and boycott of proceedings by Congress MLAs.
Soon after the Zero Hour, Speaker Gaurishankar Agrawal asked the Congress legislators Satyanarayan Sharma and Bhupesh Baghel to read out their call attention motion notices regarding an issue related to the home department.
Satyanarayan Sharma, who represents Raipur Rural seat, said Congress legislators werepainedby the Home Minister's yesterday's remark and decided not to take part in discussions concerning Chandrakar's departments.
Baghel, the state Congress chief, also refused to take part in discussions related toChandrakar'sdepartments.

Revenue Minister Premprakash Pandey said Chandrakar had announced CBI enquiryinto Jiram valley Naxal attack, which Congress had been demanding for long, but only Umesh Patel and Devati Karma of the main opposition party expressed gratitude over the decision while its other MLAs remained silent.
This showed that Congress was shedding crocodile tears onJiramattack (in which several of its leaders were killed), Pandey said.
Speaker Agrawal said he had asked the legislators to read
out their call attention motion notices, but if they were not willing, then they shouldremainabsent from the proceedings during that period.
Only the compliancewithparliamentary traditions can ensure smooth functioning of the House, the Speaker said, to which Congress's Satyanarayan Sharma asked him to use the services of Marshall to send him (Sharma) out.
Revenue Minister Pandey said Sharma's remark amounted to contempt of the Speaker and Sharma was challenging the Speaker's ruling.
Agrawal said refusal to read the call attention motion notices was a deviation from the parliamentary procedure, and the behaviour of the MLA (Satyanarayan Sharma) was not according to the parliamentary procedures and he condemned the act.
Baghel said Sharma was a very senior member and had full knowledge of parliamentary rules.
Sharma tried to clear the air by saying he was aware of the Speaker's powers and had never challenged the Speaker's ruling either through his statement or behaviour.
Amidchaos, BJP's Shivratan Sharma made a statement (later expunged), which led to a fresh uproar. Congress legislators staged awalk-out.
Congress then boycotted the proceedings, demanding an apology from Chandrakar and Shivratan Sharma for their objectionable statements.
