During the ruckus, State Parliamentary Affairs Minister Indira Hridayesh announced Rs 10 lakh financial assistance to the family of the 7-year-old girl who was allegedly raped and murdered in Haldwani.
As soon as the Assembly proceedings resumed after recess, opposition leader Ajay Bhatt termed the incident as tragic and demanded an urgent debate on the issue under Rule 310 (adjournment motion), thereby suspending all other functions of the House with immediate effect.
Bhatt said as soon as he came to know about the incident he wanted to raise the issue in the Assembly for discussion but he waited for the government's approval to raise the matter under Rule 310 but now the government itself was avoiding the discussion.
Responding to it, Hridayesh said the government had given an approval for a discussion over the issue but there was no mention of a specific rule under which the issue is to be raised.

However, the Speaker Govind Singh Kunjwal told the BJP that he is willing to approve the discussion of the issue under under Rule 58 (calling attention motion), which caused BJP members to enter the well of House and raise slogans against the government.
Chaos reined in the House and Speaker Kunjwal entreated the BJP members to go back to their seats. Meanwhile, Hridayesh said the government is committed to giving the strict punishment to the culprits.
When the confusion continued, the proceedings were adjourned until tomorrow. Earlier during the day, the House had been adjourned three times over continued protests by the BJP members.
