In the backdrop of a regime change in Pakistan, a top Pentagon general has said the US army's first preference is to build confidence and develop relationship with Islamabad.
"Our first attempt is always to build confidence, build capabilities, develop relationships between countries and us assisting in doing that," General Ray Odierno, US Army Chief of Staff, said at the Atlantic Council, a Washington-based think-tank.
"I think I have seen in a lot cases where the military can begin that. Military-to-military relationships can begin to establish confidence, or at least a bit of trust between nations that allows us to do this. So that's always our first priority," he said, asserting their priority zeroes in on staying out of conflict.
