"It is part of a strategy to bring leaders who have the capacity to ensure victory of the party at the hustings to the fore," he told reporters here.
Virbhadra was picked up as HP Congress chief as he has potential to lead the party to victory in the upcoming assembly election, Ahmed, in-charge of party's affairs in Himachal, said.
The Congress would oust the BJP from power in the state under the collective leadership of Virbhadra Singh, Anand Sharma, Vidya Stokes, Kaul Singh Thakur and other senior leaders, Ahmed said.
Changes in party's organisation in some other states are in the offing, he said.
Ahmed defended AICC general secretary and in-charge of party affairs in the state, Birender Singh Chaudhary, who was accused of siding with one faction of the state Congress.
"Wherever Chaudhary was appointed party in-charge, the Congress has come to power. It happened in Maharashtra," he said.
