In a strict warning, he asked the students not to vitiate the atmosphere of the campus by indulging in such acts.
Addressing the annual function of Kullu Students Welfare Association here, the chief minister said he was pained to learn that a few students from one of the students' organisations pasted smudged posters of the outgoing vice chancellor.
He also directed that the miscreants be identified and strict action taken against them.
"Freedom of speech and expression does not mean the liberty to insult and abuse others and those indulging in such activities should be dealt with a firm hand," Singh said.
Expressing concern over the vacant posts in schools in far-flung areas of the state, Singh urged teachers to take the initiative of teaching kids in remote areas as well.
Meanwhile, Pro Vice chancellor of Himachal Pradesh University, Professor R S Chauhan has been given the charge of vice chancellor till a regular VC is appointed in place of Prof A D N Bajpai, whose second term expired yesterday.
