Vardhan had earlier won the title at Mysore last week.
The tie at the outset was stopped by heavy showers which caused a delay of 40 minutes with Vardhan leading 2-1, but both the players took to the court again and did not disappoint the fans by playing some scintillating tennis.
There was no let-up in Vardhan's penchant for aces as he served as many as 16 aces.
There were some minor hiccups in Vardhan's game which was marked by three double faults and quite a few unforced errors especially in the second set.
However, Vardhan pulled through maintaining his focus and high degree of consistency.
Ti-Chen essayed some superb volleys and came up with some solid backhand returns and was usually dominant at the net but he seemed to be unsettled by a few line calls which went against him.

In the first set, Vardhan after a tentative start found his rhythm quickly and broke his rival in the fourth and eighth game to pocket the set 6-2.
Ti-Chen hit back in the second set when he broke Vardhan in the third game with the latter netting a backhand.
Ti-Chen kept the lead and claimed the set 6-4 to drew parity.
In the decider it was Vardhan all the way as broke his rival in the fourth and sixth games and took a 5-1 lead. He closed the match, which was played under lights, with his big serve in the seventh.
In the doubles final, Ranjeet Virali Murugesan and Jeevan Nedunchezhiyan foiled the bid of Arun Prakash Rajagopalan and N Sriram Balaji for a hat-trick of titles when they defeated the top seeds 4-6 6-3 10-7.
Earlier, Arun Prakash and Balaji won the doubles title at Mandya and Mysore.
