Volkswagen's chairman indicates that the investigation into the German carmaker's emissions scandal will not spare top managers.

In a news conference at the company headquarters in Wolfsburg, Germany, Hans Dieter Poetsch said "we are relentlessly searching for those responsible for what happened and you may rest assured we will bring these persons to account."

He added today: "This is not only about direct but overall responsibility."

Poetsch said that the company still believes that a relatively small number was actively involved in the manipulation of emissions.
