"It is unfortunate that huge public fund has been spent without showing any improvement in the quality of water in Yamuna," a bench of justices Swatanter Kumar and Madan B Lokur said adding that government must take steps to stop direct discharge of waste in the river.

It directed the Centre, Uttar Pradesh, Delhi and Haryana governments to furnish details of how much money has been spent by them and under what head for making the river pollution free.

It asked the Chief secretaries of Delhi, UP and Haryana as well as Centre and head of DDA, NDMC, MCD and Delhi Jal Board to file personal affidavits within two weeks.

It sought details of the drains discharging industrial and municipal waste water directly into the river and asked each state to provide information on the number of effluent treatment plants and sewage treatment plants on these drains.

The bench said that there has to be a comprehensive plan for tackling discharge of waste in the river and all the concerned authorities should work together.

The court was hearing on the issue of Yamuna cleaning which it took suo motu cognisance on the basis of newspaper report way back in 1994.

It has passed slew of orders for making the river clean during the last 18 years.
