"The state government was trying to stall panchayat election. They tried to create a constitutional crisis. We wanted the poll. We are happy that the rural poll is going to be held," WBPCC president Pradip Bhattacharya here said.
The state Congress chief said his party was in favour of a three-phase poll and the High Court had given that direction.
"We hope that the panchayat election will be free and fair," he said.
