"Right to vote provided in the Constitution shows that all people are equal, but votes get divided and wasted today. This happens due to inducements given to the people. Education makes people understand the importance of their votes," Kovind said.
"Call people of weaker section by any name - Dalit, Mahadalit, deprived or ignored - they have been unable to put their right to education and vote to a maximum degree of good use. This applies to Bihar and the country both. They should use them for the betterment of their lives," Kovind added.
Kovind, who himself hails from a scheduled caste, said the doors of Raj Bhawan were "open for everybody in Bihar" and clarified that he was speaking about the rights provided by the Constitution.
He said the people depend too much on the government for almost everything - bet it removing hunger, providing education or checking atrocities and called for change in the attitude. "Efforts on our own are also needed to an equal degree.
Speaking at the function Republican Party of India (RPI) president Ramdas Athawale praised Kovind as a person who has always bridged the gap between Dalits and people of upper castes.
