Lt Gen K J Singh, GOC-in-C Western Command, laid a wreath at Veer Smriti to pay homage to martyrs, an official spokesman said.
The Command raised in 1947 with headquarters in Delhi was re-designated Western Command in January 1948.
After the 1971 Indo-Pak conflict, Northern Command, with its headquarters at Udhampur, was carved out of Western Command to assume operational responsibility in Jammu and Kashmir.
In 1985, the headquarters of the Western Command moved to its present location at Chandimandir.
Troops of the Western Command, at present, are engaged in rescue and relief operations in flood-ravaged Jammu and Kashmir, the spokesamn said.
The first course commenced with some 30 about to retire service personnel, the spokesman said.
