The question was raised today by the Delhi High Court which asked the Centre whether there was any policy in place on the issue and if not, was there a need to frame such a policy.
"This seriously needs to be addressed," Justice Sanjeev Sachdeva told the lawyer appearing for the Centre and listed the matter for hearing on May 29.
The observations of the court came on a plea on behalf of an Army officer's child, currently studying in Class 12, in Uttarakhand and seeking domicile status of Delhi.
The child has also studied till Class 10th in Delhi, the lawyer said.
The Delhi, government on the other hand, said that the domicile status of Delhi was not granted as his address during the last three years was of a different state.
