"The Government has full sympathy for the teachers and employees, but has to act cautiously in the face of reduced fund flow from the Centre," Gogoi said in a statement here.
There is a huge gap between the fund allocated and the fund released by the Centre for Assam, he said.
In 2013-14, the Centre had released Rs 13,023.44 crore, but in 2014-15 the fund flow came down to Rs 12,567.80 crore and to only Rs 7,337.17 crore in 2015-16 till February 29, 2016, the Chief Minister pointed out.
The Centre's indifferent attitude towards Assam has poured cold water in the state government's endeavour of provincialising the services of teachers and employees of the venture schools in the state, Gogoi said.
He, however, vowed to solve the problem of teachers and employees of the venture schools in phases.
