The new government will not be feeble and weak like the last one, the former premier assured a delegation of EU ambassadors during a meeting at his office here.
The CPN-UML is consulting with the Nepali Congress, which emerged the largest party in the November 19 Constituent Assembly polls, and other political parties to form a consensus government, he said.
"Nepali Congress, in the capacity of largest party, is expected to take the initiative in this respect," Khanal said.
The Sushil Koirala-led Nepali Congress bagged 105 seats of the 240 directly elected seats in the polls but lacks a clear majority to form government on its own.
The CPN-UML was the second largest party with 91 seats followed by Prachanda's UCPN-Maoist, which grabbed 26 seats in the 601-member Constituent Assembly.
