The tone for the day was set in the morning itself, when members of the ruling RJD, JD(U) and Congress staged dharna on the Assembly premises against Prime Minister Narendra Modi for allegedly not fulfilling the poll promise of providing Rs 15 lakh to every citizen out of the black money stashed in foreign banks.
Rabri Devi, wife of RJD President Lalu Prasad Yadav, and others also protested against BJP, alleging its members had raised "derogatory" slogans against Congress President Sonia Gandhi, Lalu Prasad and Delhi Chief Minister Arvind Kejriwal.
Lashing out at the ruling coalition, Sushil Modi told reporters "there is no question of apologising in this life...What shall we express regret for?...Rather I will move two steps forward and call Lalu Prasad a 'baiman' (corrupt) and say that Congress is promoting corruption."
"What is wrong in calling a corrupt a corrupt... How can a corrupt be called honest?" he said on Lalu Prasad and referred to his conviction in the fodder scam.

As the Legislative Assembly met for the day, Leader of Opposition Prem Kumar sought expulsion of six RJD and Congress MLAs for unruly scene in the House on November 29 in course of which BJP member Gayatri Devi was hurt and RJD Legislator Bhola Yadav, a close confidante of Lalu Prasad, threatened her of dire consequences.
Speaker Vijay Kumar Chaudhary said all parties have already condemned the unruly behaviour of members of all parties on November 29 and said objectionable comments and slogans against the Prime Minister and others have been expunged. But, this did not satisfy BJP members who trooped into the Well.
But, the situation did not improve and members continued to trade charge and indulged in slogan shouting after which the Speaker declared adjournment of the House sine die.
The Legislative Council also could not transact any business due to pandemonium prevailing there.
