The accused, a minor, was apprehended from the Masjid railway station this morning.
The incident occurred last morning when Dravita Singh, a resident of Kalyan in Thane district, was commuting to her office in a ladies special train, he said.
Singh's office is located in Fort area in south Mumbai, according to the official.
He said the woman went near the door of her coach to talk on her mobile phone due to poor signal strength.

"Due to the impact, the woman fell on the tracks while the accused took away her mobile phone and ran away," he said, adding that some commuters and others who witnessed the incident rushed to her aid and shifted her to a hospital.
The woman sustained severe injuries and is undergoing treatment, he said.
A case was registered at the GRP station at the CSMT and a probe was launched.
After apprehending from Masjid station, he was booked under sections 307 (attempt to murder), 397 (robbery) and 394 (voluntarily causing hurt in committing robbery) of the IPC, the official said, adding that further investigation is underway.
