According to a complaint filed by the woman, she had lent Rs 1,500 to Dhanesh, a resident of village Ramvan Karnal Vihar.
On July 4, Dhanesh phoned the woman saying he wished to return the money and asked her to come to his house, the complaint said.
When he reached his house, Dhanesh paid Rs 500 and asked the woman to come inside his room and raped her, it said.
When the woman tried to raise an alarm, he threatened her.
The woman approached the police yesterday and filed the complaint.
The accused was arrested today and would be produced in court tomorrow, said SHO Aman Yadav.
