The complaint was lodged at Parliament Street police station last week, police said.
However, as the incident took place inside Parliament, Delhi Police have sought legal opinion whether a First Information Report (FIR) can be lodged in this regard or not.
"We have received a compliant but no FIR has been registered. We are checking with legal experts what has to be done in this regard," a senior police official said.
If the complaint filed by Prabhakar, who represents Karimnagar constituency is accepted, police may register a case under section 325 (punishment for voluntarily causing grievous hurt) and section 326 (voluntarily causing grievous hurt by dangerous weapons or means) of the Indian Penal Code.

Ponnam Prabhakar, had complained to Speaker Meira Kumar and sought criminal action against Rajagopal and Venugopal Reddy.
All political parties had demanded action against him. The government has already said it would not oppose whatever decision the Speaker takes in this regard.
Rajagopal had on February 18 tendered his resignation which was accepted by the Speaker. He also announced he was quitting politics.
