The accused, Ashu Mulla (19) was arrested from the same area late last night after a case of murder was registered in this connection at Ambedkar Nagar Police Station.
Delhi Police Commissioner B S Bassi has ordered an inquiry into allegations that some policemen wasted time instead of immediately rushing the victim to hospital.
The deceased, identified as 18-year-old Raju Pandey was attacked with knife by Mulla after the latter's bike touched him and Pandey objected to it.
Pandey's mother had alleged that policemen did not rush him to hospital in time.

"There was a policeman who reached the spot but he did not take my son to hospital," she alleged.
A 32-second video, shot by someone on a mobile phone, also surfaced which showed that the youth was lying in a pool of blood and a policeman is being seen asking him something instead of rushing him to hospital.
There were a lot of people standing there but no one took him to the hospital, Pandey's mother claimed, adding her son was taken to hospital very late which cost him his life.
Delhi Police Commissioner BS Bassi today said that he has ordered an inquiry into the allegations of delay. He also said that the PCR van immediately rushed him to the hospital soon after reaching the spot.
"There was no delay in taking him to the hospital. We have sought video footage of the incident from news channels and inquiry will be conducted," he said.
