Shakir, who had a reward of Rs 50,000 on his head, was arrested by a Special Unit of the Crime Branch from CPWD colony area after it received a tip off about his movements.
One country-made pistol, two live cartridges and one stolen motorcycle were also recovered from him, police said.
"He is known to be the lynchpin of Mewati gangs and involved in various heinous cases including murder of a Delhi Police head constable," Additional Commissioner of Police (Crime) Ravindra Yadav said.
On finding their activities suspicious, Yashpal stopped and questioned. Instead of answering, Shakir and his associates allegedly caught hold of the constable and shot at him from point blank range and escaped from the spot.
Yashpal later succumbed to the gunshot injury. The incident took place under Baba Haridas Nagar police station.
During interrogation, police claimed, Shakir told them that he had been associated with various dreaded Mewati gangs and had been involved in various robberies, attempt to murder, assault on police parties and theft of livestock in Delhi, NCR, Haryana and Rajasthan region, police said.
