Sagar Solanki, who was riding his bike, ran into a GSRTC bus in Sardar chowk area, and had an altercation with the bus driver.
A group of dalit community members rushed to the spot and situation turned tense, police said.
Accordingly, when a police team headed by inspector G N Zala arrived there, Solanki and some others tried to attack them.
Zala, police said, fired two rounds in the air first, before firing into the mob, hitting Solanki.
He was rushed to the Junagadh civil hospital. Police Superintendent Dipankar Trivedi said, "The situation was tense, but adequate force has been deployed to avoid a flare-up."
