Motorcycle rider Santosh Kumar died on the spot, SP (West) Harish Chander said.
Following the incident, the truck driver managed to escape from the spot while the locals nabbed the cleaner and handed him over to police, he said.
The driver was later arrested and the truck impounded.
To a question on how did the truck enter the no-heavy vehicle zone, the SP said the matter is being probed .
