The Expenditure Reforms Commission has recommended preparation of annual direct recruitment plans by all the ministries and departments covering requirement of all cadres to stop the growth of government work force.
Implementation of this recommendation by the government would imply a substantial elimination of the role of the central recruitment agencies such as UPSC and others.
In a series of far-reaching changes to arrest the growth of the government staff size, the ERC has suggested that the task of preparing annual recruitment plan should be undertaken in each ministry/department by a screening committee.

The committee should be headed by the secretary of that ministry/department and one senior representative each of the Department of Personnel and Training and the Department of Expenditure with the financial advisor concerned acting as the member-secretary. It has said the association of DOPT with the committee would ensure that the recruitment plans reflected fully the concerns of the centralised cadres administered by DOPT, and the presence of the Department of Expenditure would ensure compliance of instructions on economy in expenditure.
