It has also found that there has been a marked improvement in the waiting period has taken place over the last one year, since out of turn allotments were banned by the Supreme Court. The committee, consisting additional solicitor general K T S Tulsi, senior advocate D P Gupta and urban affairs ministry joint secretary M S Srinivasan, also noted that in some types of accommodation, the waiting period has been reduced by as much as five years in the past one year.
To address the grievances of the central services, the committee has suggested that the criteria for inclusion in the tenure pool requires modification so as to enable the officials who belong to various central services on deputation to the ministries to get government accommodation on priority.
The committee has noted that it should be ensured that All India Service officers, who are posted on deputation in the ministries for a limited period, do not continue to occupy their tenure pool accommodation after the expiry of their deputation period. Since a number of officials continue to be posted in Delhi after their deputation term is over, the government should reconsider whether the official should be allowed to stay in the tenure pool accommodation. The committee found that a number of houses had been sublet for various reasons. It has suggested that sub-letting of government accommodation should be made a ground for major penalty for purposes of disciplinary proceedings.
To ensure that no official with a house in Delhi is allowed in government accommodation, the committee has suggested that each allottee furnish an affidavit within the first fortnight of every year to the effect that neither he, nor any of his specified relations have acquired a residential accommodation in the concerned area.
Regarding priority housing for officials of the Narcotics Control Bureau, the committee suggested that the Cabinet Secretary should take a decision on this question in consultation with the concerned secretaries and report to the Supreme Court within a specified time.
